<title>APPEAL FOR INTERVENTION IN CONFLICT RESOLUTION, PEACEBUILDING, AND PROTECTION OF CIVILIANS IN GWITEMBE LOCATION, KURIA EAST CONSTITUENCY, MIGORI COUNTY, KENYA

To: The African Transitional Justice Network

Subject: Urgent Request for Intervention in Recurring Insecurity and Loss of Life in Gwitembe Location, Kuria East Constituency

Dear Sir/Madam,

We, the residents and members of the Kuria community from Gwitembe Location in Kuria East Constituency, Migori County, write to seek your urgent intervention in addressing the persistent insecurity that has plagued our region for decades.

For generations, our community has experienced recurring conflicts, largely associated with cattle rustling, boundary disputes, and competition over resources involving neighboring communities. These challenges have resulted in loss of lives, destruction of property, displacement of families, and deep psychological trauma among residents.

Despite numerous appeals to relevant authorities over the years, insecurity continues to threaten the safety and livelihoods of innocent civilians. The situation has become increasingly alarming, with violent incidents reportedly on the rise over the past year. Most recently, our community lost a father, relative, and friend in a tragic attack, leaving families devastated and further deepening fear among residents.

We acknowledge the efforts of government institutions in maintaining law and order. However, we believe that sustainable peace requires more than security operations alone. It demands inclusive dialogue, conflict resolution mechanisms, reconciliation processes, and community-driven peacebuilding initiatives.

We therefore respectfully request the African Transitional Justice Network to:

1. Conduct an independent assessment of the conflict situation in Gwitembe Location and the wider affected areas.
2. Facilitate dialogue and reconciliation processes among the affected communities.
3. Support peacebuilding initiatives aimed at addressing the root causes of recurring violence.
4. Promote restorative and transitional justice approaches that can help communities heal and rebuild trust.
5. Advocate for the protection of civilians and the strengthening of early warning and conflict prevention mechanisms.
6. Engage relevant stakeholders, including community leaders, civil society organizations, religious leaders, youth groups, women leaders, and government agencies, in pursuit of lasting peace.

The people of Gwitembe deserve to live in safety, dignity, and harmony with their neighbors. We believe that with your expertise and support, meaningful progress can be made toward ending the cycle of violence and building a future founded on justice, reconciliation, and peaceful coexistence.

We look forward to your consideration of this appeal and stand ready to cooperate in any efforts aimed at securing lasting peace for our community.

Yours faithfully,

Concerned Residents and Members of the Kuria Community
Gwitembe Location,
Kuria East Constituency,
Migori County, Kenya</title>
