Bell is a transitional justice scholar-practitioner, author, and former USAID Foreign Service Officer with more than 15 years of experience leading post-conflict development and accountability programs across Africa, the Balkans, Central Asia, and Latin America. He served as Executive Director of Advocates for Human Dignity, leading advocacy campaigns on transitional justice and accountability, before serving as a Visiting Scholar at the University of The Gambia, where he taught a tailored curriculum on transitional justice and conflict studies and supported a local human rights organization in designing a system to document and categorize abuses committed under the Yahya Jammeh regime. He has also taught and published on human rights, post-conflict peacebuilding, and minority rights in Bosnia and Herzegovina. He is the author of Frozen Justice: Lessons from Bosnia and Herzegovina\'s Failed Transitional Justice Strategy (Vernon Press) and is completing a second book, The Othering of Conflicts and Mass Atrocities. He currently serves as an adjunct professor at New York University\'s Center for Global Affairs and is a member of the Crisis and Governance Community of Practice at the Cornell Brooks School Center on Global Democracy. Reason for membership: As a transitional justice scholar-practitioner with direct field experience in Africa, including teaching transitional justice and supporting human rights documentation work in The Gambia, I am seeking to reconnect with African transitional justice research and practice, exchange lessons across regions, and contribute comparative insights from my work in Bosnia and Herzegovina, Nicaragua, and Central Asia. I hope to engage with the Network\'s community of researchers, practitioners, and policymakers to strengthen African-led approaches to accountability, reconciliation, and institutional reform, and to identify opportunities for collaboration, publishing, and continued research on the continent.
