    Sula Ronald Wani Muye – Professional Bio

    Sula Ronald Wani Muye is a dedicated Public Health professional with extensive experience in humanitarian programming, health and nutrition interventions, and operational support in South Sudan. He currently serves as a Security Focal Person with the Women and Children Health Organization (WCHO) in Juba, where he plays a critical role in ensuring staff safety, conducting risk assessments, and supporting secure program implementation in complex and high-risk environments.

    I holds a Bachelor of Science in Public Health from TEAM University in Kampala and is currently pursuing a Postgraduate Diploma in Sexual and Reproductive Health at the AHAKI Afya na Haki Institute in Uganda. He also has a Diploma in Computer Science and Information Technology, which strengthens his capacity in data management, analysis, and digital tools for monitoring and evaluation.

    My  professional experience spans multiple sectors, including health, nutrition, logistics, and administration. He has worked as a Nutrition Assistant at Al Sabbah Children’s Hospital, supporting malnutrition screening, counseling, and community health education. Prior to this, he served with the United Nations Mission in South Sudan (UNMISS) as a Warehouse Assistant, where he contributed to logistics coordination, inventory management, and supply chain operations for humanitarian response. He began his career as an Administration Assistant with Joint Aid Management (JAM), building a strong foundation in office management and coordination.

    Iam  is highly skilled in monitoring and evaluation, data analysis using tools such as SPSS, STATA, and KOBO Collect, and stakeholder engagement. He is known for his strong problem-solving abilities, adaptability, and commitment to delivering results in challenging contexts. His work is driven by a passion for improving health outcomes, strengthening community resilience, and advancing women and children’s wellbeing in vulnerable settings.

    Reason for membership: I am seeking membership in the African Transitional Justice Network to deepen my understanding and contribute to efforts that promote justice, peacebuilding, and social cohesion across Africa. As a Public Health professional working in humanitarian and post-conflict settings in South Sudan, I have witnessed firsthand the long-term impacts of conflict, including trauma, displacement, gender-based violence, and weakened community systems. My work with the Women and Children Health Organization (WCHO) has exposed me to vulnerable populations who continue to face the consequences of past and ongoing conflicts. These experiences have strengthened my interest in transitional justice as a critical approach to addressing grievances, supporting healing, and fostering sustainable peace. I am particularly interested in how transitional justice mechanisms can be integrated with public health, psychosocial support, and community-based interventions. By joining this network, I hope to learn from experts and practitioners across the continent, share practical experiences from South Sudan, and contribute to knowledge exchange on community-centered approaches to justice and reconciliation. I am also eager to build my capacity in areas such as human rights advocacy, accountability mechanisms, and policy engagement.

De 2016 à nos jours ,  elle est la  Présidente des Femmes Victimes de Violence dans les régions nord du Mali (AFVVRN),, Présidente du Conseil National des Victimes (CNV), Membre  du Comité d\'orientation de l\'Autorité de Gestion des Réparations en faveur des victimes des crises au Mali (AGRV). Au cours de son mandat, elle a  intervienu dans les Régions du Sud ( Koulikoro, Ségou,), les régions du centre (Mopti), les régions du nord (Gao et Tbtou) et dans le District de Bamako et environnant. Elle a initié d\'énormes initiatives et actions favorisants la réinsertion des victimes et autres personnes déplacées Internes (PDI ) pour une paix durable et pour la cohésion sociale. Dans le cadre de leurs insertions socio économiques, des initiatives d\'activités génératrices de revenus ont été initiées et réalisées, des dons et aides ont été sollicité auprès des ONG, des services chargés des actions humanitaires et toutes personnes de bonne volonté. En plus, dans le cadre de l\'organisation des victimes, elle a contribué dans la mobilisation et orientation  des victimes et autres PDI vers les antennes de la CVJR  ( de 2018 à 2022) pour l\'enregistrement de leurs dépsitions dans la dynamique de leur identification. La réalisation des actions de sensibilisation ont beaucoup contribué dans la transformation des victimes et PDI qui sont de nos jours des vecteurs de communication dans la recherche de leur bien être, leur propre guérison, leur réinsertion, leur développement voir leur emergence dans une société de paix et de vivre ensemble.

    Dr. Valerie Arnould is Senior Legal and Policy Advisor at Avocats Sans Frontières, with a particular focus on transitional justice and conflict transformation and on the Central Africa and Sahel region. She is also an affiliated senior researcher with the Leuven Institute of Criminology, University of Leuven.     James Gondi is a Senior International Law and Transitional Justice Expert with over 18 years of experience working at the intersection of accountability, human rights, and post-conflict justice across Sub-Saharan Africa and beyond. James has built a substantive body of work spanning international criminal justice, truth and reconciliation processes, and institutional reform.

    As Legal Officer at the International Commission of Jurists (ICJ Kenya), James worked at the frontlines of advocacy for the domestication of the Rome Statute in Kenya — a critical period during which the country\'s relationship with the ICC was being actively contested. He engaged on questions of complementarity, state cooperation, and the design of credible local judicial mechanisms to address crimes committed during Kenya\'s 2007–2008 post-election violence. He was a prominent public voice insisting that any domestic accountability process must complement, not displace, the ICC process — a position that shaped civil society\'s engagement with both the Kenyan government and the international community. James also edited Reflections on the 2017 Elections in Kenya: Paper Series on Emerging Judicial Philosophy in Kenya (ICJ Kenya, 2018), a landmark publication cataloguing electoral jurisprudence and judicial independence, held in the collection of Berkeley Law Library. He further edited The Future of International Criminal Justice in Africa (ICJ Kenya), a compendium of critical essays addressing complementarity, the Malabo Protocol, gender justice, and the role of the African Union Transitional Justice Policy (AUTJP) in accountability for atrocity crimes — cementing his position as a leading voice on the trajectory of international criminal justice on the continent.

    He led the Baseline Study on Transitional Justice and Reconciliation in Ethiopia, Somalia, and Sudan for the Life & Peace Institute (LPI), a rigorous multi-country assessment that mapped the policy landscape, evaluated the capacity of civil society actors, and identified strategic entry points for transitional justice engagement across three of the Horn of Africa\'s most volatile contexts. The study combined extensive field research — including focus group discussions, key informant interviews, and in-country workshops — with deep comparative analysis of formal and customary justice systems, from Ethiopia\'s traditional dispute resolution mechanisms such as the Shimgelina and Gereb, to Somalia\'s clan-based Xeer and Sudan\'s community-rooted Yuddia. James\'s findings informed LPI\'s Horn of Africa Programme strategy and contributed practically to regional debates on how to sequence and sustain transitional justice processes in politically fragile settings. More recently, he led a Scoping Study on Transitional Justice Entry Points in the Greater Horn of Africa for Impunity Watch -The Hague (Ethiopia, Eritria, Sudan, South Sudan, Djibouti, Kenya & Uganda), further consolidating his regional expertise.

    James contributed significantly to research and dissemination of the African Union Transitional Justice Policy (AUTJP), engaging critically with its frameworks for truth, justice, reparations, and institutional reform across African post-conflict contexts. He is a contributor to the International Journal of Transitional Justice and co-author of the Nairobi Principles on Accountability, a landmark policy instrument shaping regional accountability norms.

     

    James brings particular expertise in linking transitional justice with environmental accountability. He has analysed the ICC Office of the Prosecutor\'s Policy on Environmental Crimes through a transitional justice lens — work that positions him at the cutting edge of emerging accountability frameworks. He has also engaged substantively with climate reparations theory and practice, contributing to Pan-African advocacy at the intersection of historical injustice, environmental harm, and reparative justice. James has led campaigns in Africa for the advancement of ecocide law, working to build momentum for the recognition of ecocide as an international crime and its integration into accountability frameworks relevant to the African context.

She is the Co-Founder and Head of Programs at the Gambia Center for Victims of Human Rights Violations, where she leads the design and implementation of programs focused on healing, empowerment, and justice for victims and survivors of past human rights abuses. Ayesha’s commitment to this work is deeply personal. She is herself an indirect victim of enforced disappearance her father was forcibly disappeared under the former regime, a loss that continues to shape her pursuit of truth, accountability, and dignity for all victims. At the Victims Center, Ayesha has been instrumental in establishing safe spaces for survivors to share their stories, access psychosocial support, and engage in national truth and justice mechanisms. She leads community outreach, victim engagement strategies, and partnerships with transitional justice institutions, ensuring survivors are not only heard but actively involved in shaping the path to justice. In recognition of her longstanding advocacy, Ayesha was recently confirmed as a Commissioner for the Victims Reparations Commission of The Gambia a national body tasked with implementing reparative measures for victims of human rights violations. Her appointment is both symbolic and substantive, signaling a shift toward victim-led justice in the country’s post-dictatorship recovery. A respected voice in transitional justice, Ayesha continues to contribute to national, regional, and international efforts focused on reparations, non-recurrence, and survivor empowerment. Her work embodies resilience, empathy, and an unshakable belief that justice is not just a legal outcome but a human right.
